Organizers said that nearly 60 countries participated in the games, including some Gulf states, but disorganization and confusion over rules and schedules - as well as most national teams not have teams for most sports, and having never heard of or played the sports - meant that mostly only eastern European countries and republics of the former Soviet Union won medals.
